Latrobe Heritage Study
The Panel would like to commend the Latrobe City Council for initiating and resourcing the preparation of the Latrobe Heritage Study 2008. It is a comprehensive document prepared over a number of years, and responds well to the requirements of the Planning and Environment Act 1987 and the State Planning Policy Framework. The Panel has already commented that it was impressed with the degree of rigour with which the Study and preparation of the citations were undertaken. This is reflected in the relatively small number of sites for which the Panel has not supported heritage protection.
In particular, the Panel was delighted to see that the Thematic Environmental History is well integrated into every aspect of the Study. Too often in heritage amendments, the TEH is seen as little more than background information, rather than a key document whose elements are inextricably interwoven with the assessment of each heritage place.
The relatively low number of submissions indicates that the local community is generally appreciative of the municipality’s heritage and willing to participate in its protection. Although not all residents may be satisfied with the outcomes, it is clear that the community consultation process provided good opportunities for residents to raise issues and discuss specific sites with Council staff and the heritage consultant.
