This paper is based on the presentation at the IAP2 Asia Pacific Conference, 2005 in Sydney. In 2004, consultation was undertaken by Context and the Binjirru Regional Council with Indigenous people across Victoria for the development of the Binjirru and Tumbukka regional plans. The paper discusses how the consultation process was managed to ensure the regional plans were representative of community interests.
